# Council of Nine

The Council of Nine, as Bashar describes it in the Saturn's Day monologue, is a specific collection of nine interdimensional oversouls whose explorations correspond to the Nine Powers — to perceive, to choose, to act, to experience, to reflect, to learn, to grow, to transcend, and to forget. They are not nine people sitting around a physical table; they are non-physical oversouls, each of whom is representative at any given moment of one of those nine qualities, and together they function as a guiding "over-soul of oversouls" for your solar system.

## Saturn, mystery, and the focus of the nine

Bashar locates the Council of Nine's connection to your system at Saturn — what he playfully calls "the Lord of the Rings" — which he describes as carrying the energy of mystery, the investigation of the deep mysteries of creation, linked to the ancient mystery schools. Every world, on this view, has consciousnesses associated with it in other dimensions and realities; Saturn's particular role with respect to the Council of Nine is technical. The rings themselves, he says, "have certain kinds of frequency vibrations, resonance patterns, within them that actually allow for the focusing and the dissemination and radiation of these vibrations, these frequencies of these nine powers." Saturn, in other words, is the body in your system that focuses and broadcasts the nine frequencies; you sense them intuitively and interpret them as "the Council of Nine," recognizing the nine oversouls involved in the exploration of those qualities.

The mystery and the rings are not decorative. Bashar ties the investigation of your own challenges and passions — where you unavoidably meet the unknown — directly into "the mystery of the rings, the mystery of that vibration," and identifies the unknown as the place where the Council's guidance is most available. The only thing you ever find in the unknown, he says, is more of yourself, and unraveling the mystery of yourself is precisely where the Council of Nine's vibration is reflected most purely in your experience.

## What the nine oversouls actually do

Bashar is careful to say what the Council of Nine is not before saying what it is. They are "not really a bunch of people sitting around a table" — that image is analogy and symbol only. They are oversouls, each representative at any given moment of one of the nine powers. What makes them remarkable is the kind of exploration they conduct: in other dimensions, these nine qualities (perceiving, choosing, acting, and so on) are not abstractions but actual experiential realms. The beings of the Council "actually spend and explore what you might refer to as lifetimes... actually exploring qualities" — perceiving as a landscape, choosing as an atmosphere, each of the nine powers as a world unto itself. They know these qualities, from the inside, in a way that has no direct physical analogue.

Because each oversoul explores one of the nine powers exhaustively and at depth, the Council as a whole functions as "the guide of guides, in that sense, an overarching guidance system." When you use any of the nine powers in your own life, you tap directly into the oversoul exploring that quality, and "a piece of them, so to speak, will always be available to you to guide you in your exploration of each and every one of those particular powers and qualities."

## The exchange is two-way

A central claim of the monologue is that you are not only a recipient of the Council's guidance. When you go through the cycles of your own life — Bashar references the apprentice → adept → ascension → alchemy stages, the ice → water → steam analogy — using these powers to perceive, choose, act, experience, reflect, learn, grow, transcend, and forget, "you also are feeding them information, experience about your particular way of experiencing that particular nine-part process." They include your experiences in what they are doing. The relationship is described as joyful from their side: they are "happy, very happy, very joyful to include you on their journey in whatever way, shape, or form it is most relevantly expressed, in your particular reality."

This is grounded in the broader oversoul structure Bashar sketches here. He gives a figure (explicitly an average, not a precise count): about 300,000 oversouls make up the roughly 7 billion people on Earth, with each oversoul split into many simultaneous incarnations across what you call past, present, and future, which he reminds you are actually all happening at once. The Council of Nine is described as an oversoul of those oversouls, "intimately connected with the oversouls on your planet," and therefore accessible to all the incarnations up and down the timeline, not only to you in your present.

## The connection is not limited to physical life

*A continuous watercourse passes beneath a stone shelter and continues beyond it*

Bashar extends the connection beyond incarnation. At the end of physical life, he says, "you have a choice at that point, to remain in an interdimensional state, if you wish, and to interact with the Council of Nine in a very different way." Many of you, he says, may choose to accompany them on portions of their journeys at whatever level you can attain in your non-physical state. He is explicit that this will not, at first, be at the same level at which they experience those qualities, but in spirit you have more freedom to relate to them and to their explorations than you do in physical reality now. The monograph closes on the insistence that whether you know it or not, "you are connecting to them, and they are connecting to you."

## How this differs from the Council of Nine Codex

Readers should not confuse this Council of Nine with the "Council of Nine Codex," which is a separate Bashar teaching — a 3×3 grid permission slip for opening intuition and creativity, routed under its own topic. The Saturn's Day monologue is the source for the Council of Nine as described here; the codex belongs to a different topic chapter.

## Practical implications

Notice which of the nine powers you are actively exercising at any given moment. Bashar's framing is that wherever you are perceiving, choosing, acting, experiencing, reflecting, learning, growing, transcending, or beginning again (forgetting), you are already aligned with the corresponding oversoul of the Council and have access to its guidance on that quality. The practical shift is from seeking guidance as if from a distant external source to recognizing that the activity itself is the alignment.

Treat encounters with mystery — in your challenges and in your passion — as the place where the Council's frequency is most directly available rather than as obstacles to be eliminated. Bashar is explicit that the unknown is the locus of the connection, and that the only thing you find there is more of yourself. This is an orientation toward the unknown rather than a method for dispelling it.

The teaching is metaphysical and symbolic. None of it should be read as medical, psychological, legal, or financial direction, nor as a substitute for qualified care in any of those domains. The Council is presented as an inner-system guidance framing, not as an external authority to defer personal decisions to.

## Representative passages

The Council of Nine specifically represents these nine powers, these nine frequencies, these nine vibrations. But in a very particular way. There are beings, interdimensional beings... that are of a nature where they actually spend and explore what you might refer to as lifetimes, but we don't mean physically, actually exploring qualities.— Bashar,

In a sense, what they are are oversawls. Each oversawl is representative at any given moment of one of the qualities of these nine powers... They are like the guide of guides, in that sense, an overarching guidance system, an overarching counsel of guidance for you in your journey, in physical reality.— Bashar,

The planet that best represents the ability to disperse, to disseminate these vibrations to you, to focus these vibrations for you, to guide you in these vibrations, is Saturn. Specifically because of the rings. The rings themselves have certain kinds of frequency vibrations, resonance patterns, within them that actually allow for the focusing and the dissemination and radiation of these vibrations, these frequencies of these nine powers.— Bashar,

In your own journey, when you go into transcendence over and over and over again, in all the different directions of your life... as you thus then allow yourself to transcendence, at the end of your physical life into spirit, you have a choice at that point, to remain in an interdimensional state, if you wish, and to interact with the Council of Nine in a very different way.— Bashar,
