# Government & ET Disclosure

Bashar's account of government secrecy around extraterrestrial contact is unusual because it does not paint the government as the villain of the story. His core claim is that Earth governments have known for decades that extraterrestrial civilizations exist, have interacted with some of them face to face, and have withheld this from the public — and his core reframe is that the governments were created out of the collective's own fears, given the assignment of protecting the citizenry even from information it genuinely wants to know, and now experience disclosure as a loss of role rather than as empowerment.

The remedy, in his framing, is not to oppose the government but to recognize that you are your government — to take back responsibility lovingly and bring the institutions onto equal footing with the people they serve.

## What they know and since when

Bashar is specific. Government awareness of extraterrestrial civilizations dates to approximately the 1940s, with face-to-face interaction commencing briefly in the 1950s, involving both scientists and military. Approximately 1,200 people within government hold this knowledge. They know the civilizations exist "beyond the shadow of a doubt" because they have interacted with them face to face.

He also describes a specific suppressed discovery: artificial bases on the moon, constructed by civilizations not of Earth and not of the moon, which were found by astronauts. The astronauts knew what they were observing; the information was transmitted back to Space Command Center with NASA and was prevented from becoming public. Some of those bases are still inhabited, though not as many as once were.

## Why they do not share it

The most important reframe Bashar makes is about motive. When asked why anyone with this experience would not be eager to share it, he answers: not as you have created them to be. There is some truth to the idea that had this information come out earlier, society would have panicked — it was not ready to face the fears within itself, let alone the concept of an entire different civilization.

But the deeper driver is structural. You have created your governments out of your fears and given them the assignment of protecting you from many things — even things you may genuinely want to know. They think in terms of power over others, not the self-empowerment that sharing would bring. They experience disclosure as a loss of power and a loss of their jobs, not realizing that sharing it equally would actually be self-empowerment for them. One of the strongest ideas of power in your civilization, Bashar says, is what you call information — control of information is the government's idea of power, even though releasing it would empower everyone, the governments included.

If society began to realize that each individual is just as equal and capable as every other individual, and then as a world equal to other worlds, there would be no need for the form of government you have.

## The forty-year cycle

Disclosure, in this account, is not a single dramatic event. It follows a typical 40-year cycle by which your culture shifts its understanding from one worldview to another. The information has, in a sense, been divulged many times already; the momentum is now leaking into the mainstream, to the point where the majority of you are beginning to catch wind of it. The timing is synchronistic and perfectly representative of the pattern by which your culture changes.

Why forty years? Bashar's explanation is vibrational. The 40-year cycle is indicative of a frequency pattern having to do with the focusing of electromagnetic mentality in your world. It is symbolized in the form of the four-sided pyramid and is one of the mathematical vibrations of your particular sector of the universe. Your society falls into that pattern because it accords with that frequency.

## The methodology of release

A second reframe: the dialogues that have gone on between your civilization and others have been forming a methodology for releasing this information in a way that will not be detrimental to the structure of your society. The work now is for the public to participate in how this information can be dispersed most easily, and to let the governments know — lovingly and non-accusatorially — that the people are aware it is there and willing to work with them. Public participation is part of what allows the information to disperse.

The non-accusatory posture is not accidental. Bashar's framework treats the government as a mirror of collective consciousness, not as an external enemy. Opposing it strengthens the very dynamic of power-over that created the secrecy in the first place.

## You are your government

This is the load-bearing claim of the whole teaching. You are your governments. The remedy is to take back your responsibility — not by opposing them, but by loving them back onto equal footing with you, so that you share the running of the world. They do not have to run it for you by controlling what you know. They can run it with you, performing an organizational service rather than a dominating one.

This is also why Bashar treats the broader government narrative — defense programs built on the idea that you need protection — as a story meant to keep the old structure in place. They understand, he says, that inevitably things will change. They are scrambling for a foothold because once Earth opens to interaction with other civilizations, they will still want to be the representatives — "look at me, I am the most powerful one here, deal with me." They do not understand that empowerment is the right of all, and so they interpret the idea of each person creating their own reality as anarchy and chaos. They do not understand synchronicity, the ecstatic explosion of coincidence, or trust.

## Practical implications

Treat the government as a mirror, not an enemy. Bashar's framework says opposing the government strengthens the dynamic that created the secrecy. The work is to recognize it as your own collective creation — born from your fears and assigned a protective role — and bring it onto equal footing with you, lovingly and non-accusatorially.

Participate in the methodology of release. The teaching presents disclosure as a co-creation, not something done to you. Your willingness to know, to remain calm, and to engage the institutions without accusation is itself part of what allows the information to disperse.

Treat probabilities and cycles as descriptions, not predictions. The 40-year cycle and the ~1,200 figure are Bashar's readings of the energy at the time the statements were made. They orient how the framework understands disclosure; they are not authoritative claims about named officials, specific programs, or verifiable dates.

Distinguish the framework's claims from matters of public record. Bashar's account of moon bases, astronaut observations, and government interactions is presented as his reading of the situation, not as independently verified reporting. The framework's value, for the learner, is in how it reframes secrecy and power — not in substituting for documented history or investigative journalism.

Notice where you have given your power away. The deeper teaching applies beyond this subject: any time you treat an institution as the sole holder of something you need (information, permission, safety), you have assigned it a role that, in Bashar's framing, you could be sharing. The remedy is not rebellion but the reclamation of responsibility.
